  /LP,/TX   TEXT: AN economist yesterday criticised the Government for 
     its inefficiency and poor co-ordination which resulted in 
     delays in capital works and increases in project costs. 
         Mr Law Cheung-kwok, the spokesman on economic affairs 
     for the Association for Democracy and People's Livelihood, 
     said the heavy underspending of about $7 billion on capital 
     works projects this financial year showed how serious the 
     problem was. 
  /TX      "There has been underspending for the past several years. 
     It's only this year the amount being underspent is 
     particularly high,"  Mr Law said. 
         He said taxpayers would eventually pay more for the 
     capital works projects which were not carried out as planned 
     last year - a year in which construction costs were 
     comparatively low due to a quiet market. 
         The heavy underspending also raised questions about the 
     financial management of the Government, he said. 
         He wondered why some departments which were allocated 
     the funds they requested were allowed to leave the money 
     idle while others, such as the Social Welfare Department, 
     which needed the resources could not get what they wanted. 
         Mr Law, research director of South China Brokerage, also 
     accused the Government of not giving enough attention to 
     the problem. 
         To overcome the problem, the Government is to appoint a 
     Director of Public Works to ensure the money earmarked 
     for public works is spent according to the schedules. 
         A partner of Ernst & Young, Mr Stephen Lau Sing-hung, 
     said delays in the airport projects would result in 
     inflated costs in the years to come. 
         Mr Lau said: ''Airport projects have been slowed down 
     this year.  If a deal on the new airport can be reached 
     this year, the money earmarked for it would have to be spent. 
         ''With high inflation, the expenditure on the airport 
     projects will be estimated to be higher.  This may bring 
     about even higher deficits for the coming years than 
     expected.'' 
         The inflation rate, Mr Lau predicted, would stay at 
     two-digit level when the airport projects gradually picked 
     up and the stock and property markets heated up, to be 
     coupled with the listing of several big Chinese companies 
     in Hongkong this year. 
         The comments were made after a public forum on budgetary 
     proposals for the coming fiscal year. 
         Speakers at the forum all agreed that personal tax 
     allowance should be raised but were divided on whether 
     whether corporate tax should be increased as well. 
         Mr Lau and executive committee member of the Chinese 
     Manufacturers' Association of Hongkong Mr Lui Ming-wah were 
     concerned about the unfavourable psychological effect on 
     investors especially time when Hongkong was heading for 
     high budget deficits.
