  /LP   CONTINUING  safety  work  on North Sea oil rigs will turn Britain 
     from  a  net oil exporter to a net oil importer for the first six 
     months of this year. 
     
        Despite  the  Gulf crisis, the government has made it clear it 
     expects oil companies to meet deadlines for completing the work - 
     primarily fitting of emergency shut-down valves - prompted by the 
     Piper Alpha disaster. 
     
  /TX      The  work,  which  began  last year, will be stepped up in the 
     early  part  of  this year and will mean taking further platforms 
     out of production. 
     
        Analysts  at  brokers  County  NatWest  estimate  that  UK oil 
     production will probably dip to just over 1.6 million barrels per 
     day,  compared  with  average  expected consumption of about 1.75 
     million barrels. 
     
        UK  oil  production  peaked  at 2.67 millions barrels daily in 
     1985 and 1986, but dropped fractionally in 1987, and then fell to 
     2.3 million in 1988. 
     
        In  1989,  problems with North Sea platforms began to cut into 
     production,  which  fell  sharply  to about 1.9 million barrels a 
     day. 
     
        Last  year,  the  average was about 1.84 million (with another 
     0.03 million from onshore fields). 
     
        No  major  shutdowns  are planned for the second half of 1991, 
     however, and production should recover by the end of the year. 
        "The  shortfall  during the first six months could be up to 15 
     million barrels, or about eight days of oil demand," says Stephen 
     Halliday, of County NatWest. 
     
        But  the  disruption  is  unlikely to cause problems as UK oil 
     stocks  are  high, standing at the equivalent of about 85 days of 
     forward  consumption  -  significantly  above the minimum 76 days 
     required by European Community regulations, and well above the 45 
     days the Department of Engergy considers to be the minimum amount 
     necessary  to  ensure  the distribution and refining system works 
     properly.

     production  -  and  government  revenues  - from the North Sea is
