    President Joseph Estrada to reassess his government's "protectionist" aviation 
    policies which they warned would cost the economy dear. 
     
    Direct air links between Taiwan and the Philippines were cut off last 
    Friday after Taipei rejected Manila's demand the combined weekly passenger 
    capacity of China Airlines and EVA Airways on their flights to and from the 
    Philippines be cut to 3,000 from 9,600. 
     
  /TX  Estrada has accused the Taiwan carriers of "stealing" the passengers of the 
    struggling flag carrier Philippine Airlines (PAL) by cutting fares. 
    The group, called Freedom to Fly Coalition, accused the Philippines' Civil 
    Aeronautics Board (CAB) of attempting to "undo the moderate liberalization of 
    aviation policies undertaken by previous administrations." 
     
    "The economy will be gravely affected by a return to protectionism in 
    Philippine skies," the group said in a statement, citing a World Tourism 
    Organization study which said for every job saved by protectionist policies 
    "up to four can be lost in the economy through reduced tourism spending." 
     
    The moderate opening up of Philippine skies in 1992 had doubled tourist 
    arrivals to 2.14 million last year from 1.02 million in 1992, it said, adding 
    foreign trade surged 143 percent over six years to 59.18 billion dollars last 
    year after cargo capacity was increased. 
     
    "We are appalled that the CAB should be up in arms when foreign airlines 
    are charging lower air fares compared to our national flag carrier. We say low 
    fares are a boon to our people and we deserve it." 
     
    The group said "indubitably, the effect of CAB's policy to reduce airline 
    seat capacity will be to raise fares. Thus, those who will be most affected 
    are Filipino overseas workers who number in the millions." 
     
    They urged Estrada to "undertake a comprehensive review of the CAB's recent 
    policy actions, assess how these are causing distress to travellers, 
    businesses, industries and the entire economy, and restore the situation to 
    right."

  /LP,/TX   Afghan rebels, meeting here for two days with officials from 
     Iran and Pakistan, ended a conference Thursday by calling on 
     Moscow to relinquish its support of the Kabul government. 
     
     The conference, a follow-up to a meeting in Islamabad last month, 
     renewed support for a five-point United Nations plan calling for 
     inter-Afghan talks, a halt to the delivery of arms in the country 
     and formation of a new transition government ahead of elections 
     there.  The various representatives decided earlier to send a 
     mission to Mocow to consult  with  Soviet  authorities  on 
     ending  the  conflict  in  Afghanistan, according to a draft 
     version of a final communique. 
     
  /TX   The  text expressed the hope that "the events in the Soviet Union 
     will benefit efforts to resolve the Afghan problem" and said 
     agreement had been  reached  on  sending  "a  mission to Moscow 
     for talks with Soviet authorities." 
     
     The  draft  called  for  the  creation of "a committee of experts 
     responsible for continuing moves toward a political settlement in 
     Afghanistan." 
     
     It  stressed  "the need to find a just and peaceful political 
     solution" and asserted that "only the Moslem people of Aghanistan 
     can determine their fate."   The joint declaration in addition 
     appealed to the United Nations and other international bodies 
     to  carry  on  with  efforts  to  end  the  conflict. 
     
     A  mission  will  also  be  dispatched to the United Nations, the 
     conferees decided. 
     
     Most  rebel  groups -- Sunnis based in Pakistan and Shiites based 
     in Iran --  attended  the  conference  which  was  boycotted  by 
     three Sunni movements, including the powerful Hezb-e-Islami led by 
     Gulbuddin Hekmatyar.
