Africa News Service is an international news agency covering political, economic, and social developments in Africa. Africa News has been a leading information source on Africa since 1973. Contributors include the Panafrican News Agency, headquartered in Dakar, with more than 30 correspondents throughout Africa providing daily coverage and specialized features, and the Nairobi-based All Africa Press Service. Participating publications include some of Africa's best-known independent periodicals, among them the Post of Zambia, the Mail and Guardian of Johannesburg, the Addis Tribune, the Sudan Democratic Gazette, and Nigeria's Newswatch and Theweek. The service also provides a selection of key speeches and comments on Africa and U.S.-Africa relations.

  /LP,/TX  Johannesburg (Business Day, June 18, 1999) - The launch yesterday of a 
    $600m undersea cable system, funded by 40 nations, is to provide a 
    telecommunications channel to cater for Africa's international 
    connectivity requirements for the next 25 years. 
     
    In one of his first engagements as head of state, President Thabo Mbeki 
    presided over the ceremony. Telkom MD Sizwe Nxasana said Mbeki's 
    interest in the project was a "clear sign of how seriously we in SA are 
    taking this project". 
     
  /TX  Nxasana said there was confidence that SA's new communications 
    minister, Ivy Matsepe-Casaburri, would continue government's interest 
    in the project. 
     
    "This project has brought together 40 nations and some of the world's 
    most influential telecommunications players in a joint effort to link 
    more people to each other," he said. 
     
    "It will provide a safe, secure, fully digital and reliable wet global 
    highway that will effectively link Portugal to west Africa to Cape Town 
    to India and Malaysia." 
     
    The southwest African submarine cable is a 15000km fibreoptic cable 
    linking Europe with SA and a number of countries on the west African 
    coastline. 
     
    The SA-Far East system continues the connection another 13800km as far 
    as Malaysia via Reunion and Mauritius, with a landing that brings India 
    into the system. 
     
    "It's an 80 gigabit link, or in layman's terms, that is capacity equal 
    to 4,83-million simultaneous telephone conversations or over 8000 
    digital television transmissions." 
     
    Nxasana said that by 2001, the submarine cable system will be owned, 
    controlled and maintained by the individual operators. 
     
    The system will give African countries direct access to each other as 
    well as significantly increased access to global markets, while keeping 
    the majority of the revenue it generates on the continent where it can 
    be used to spur the economic development of Africa as a whole.

    Construction is scheduled to begin almost immediately and the project 
    is scheduled to be fully operational in 2001. 
    Lying between 1000m and 8000m below the surface of the ocean, the cable 
    system will be built to be impervious to bad weather and vandalism.

    Heavily taxed at home, South Africa's wine producers are 
    increasingly concerned about illegal imports and exports of 
    spirits, which could be costing the country about R9- billion a 
    year in lost revenue, according to some estimates. 
     
  /TX  Stellenbosch Farmers Winery (SFW) chairman Jeff Malherbe said in his 
    annual report this week that this amount was more than "three times 
    the country's current budget for the Reconstruction and Development 
    Programme. 
     
    "Business looks to the government to create a stable environment 
    with clear regulating policies within which sustainable economic 
    development can take place. It is, therefore, gratifying to note 
    (...) 
    SFW said its export sales had grown by 38% in volume over the last 
    year and were expected to show continued growth. "In order to meet 
    this expected increase, SFW will assess the potential of joint 
    ventures with international partners," SFW managing director Frans 
    Stroebel said. 
     
    He said SFW was now exporting to 50 countries, with Germany the 
    largest market. Exports to Africa had grown "significantly", mainly 
    to Kenya and Zimbabwe. 
    Distillers' managing director Jan Scannell said exports had risen 
    22% in volume and 46% in value to R84-million in the past year and 
    this was expected to be maintained in the coming year. To meet 
    overall increased demand, Distillers had approved projects worth 
    R47-million in the coming year, mainly to improve efficiency and 
    quality assurance.
