    for the Federal Communications Commission (FCC) to take action to 
    protect the interest of the public as the nation makes the transition 
    to digital TV. People for Better TV is a new coalition of dozens of 
    organizations including the American Academy of Pediatrics, the 
    Communications Workers of America, the Consumer Federation of America, 
    the League of United Latin American Citizens, the NAACP, the National 
    Council of Churches, and the National Organization for Women. 
     
    A press conference to make the announcement will be held at 10 a.m. on 
    Monday, May 3, at the American Society for the Advancement of Science 
    building, Second Floor (1200 New York Avenue, N.W., Washington). 
     
  /TX  In the Telecommunications Act of 1996, Congress gave broadcasters $70 
    billion worth of additional public airwaves for digital TV broadcasts. 
    In May, broadcasters in the nation's top ten television markets are 
    supposed to begin using these additional TV airwaves. Already, stations 
    in 26 markets are on the air with a digital signal (see below). But, 
    the FCC has yet to determine how television station owners should 
    compensate communities. 
     
    "To protect the interests of consumers, the FCC should begin public 
    hearings on the public interest obligations of digital television 
    broadcasters without further delay," said former Sen. Howard 
    Metzenbaum, chairman of the Consumer Federation of America. "We are 
    concerned about issues of privacy and excessive rates for pay-per-view 
    programming over the public airwaves." 
     
    "Currently, just seven large corporations, such as General Electric and 
    Time Warner, own the vast majority of all local television stations 
    across the country," declared Mark Lloyd, executive director of the 
    Civil Rights Forum on Communications Policy. "We need the FCC to begin 
    to protect the interests of the little guy. We want TV that serves the 
    needs of ordinary Americans in their local communities. We have a right 
    to ask for these things because TV broadcasters use our public property 
    -- the airwaves." 
     
    In urging public hearings by the FCC, People for Better TV will 
    announce that it is submitting a petition to the Commission which 
    argues that the needs of parents, children and communities must be 
    protected in the digital age. The coalition will be urging all 
    Americans to call upon the FCC to take action on behalf of the public 
    and set standards for television station owners as they enter the 
    digital age.

    THE PRESIDENT: Ladies and gentlemen, I would like to make a few remarks about 
    the conference that I'm about to leave for of Asian Pacific leaders in 
    Vancouver.  But before I do I'd like to say a couple of words about a topic the 
    city of Denver is very much focused on now. 
     
  /TX  Recently, this wonderful city has witnessed several vicious, violent crimes. 
    The Justice Department has opened a civil rights investigation into at least one 
    of those cases; therefore, I cannot comment specifically on it.  But I can say 
    this: We must not -- and I know the people of Denver will not -- tolerate acts 
    of violence that are fed by hate against people of another color.  And we must 
    not tolerate violence and hatred targeted against police officers, the people 
    who put their lives on the line for us every day.  And finally, we must honor 
    and support the efforts of our fellow Americans, like the courageous woman here 
    in Denver, who act to prevent or mitigate such violence. 
     
    These tragic incidents are painful illustrations of why our recent White House 
    Conference on Hate Crimes and our race initiative are so important, and why we 
    have to do more to combat acts like this and to prevent them, by removing the 
    poison that breeds them from all our hearts.
