     has called for an independent commission to determine what the 
     true U.S. inflation rate should be. 
          Federal Reserve chairman Alan Greenspan said yesterday 
     the Labor Department's consumer price index overstates 
    inflation by between 0.5 and 1.5 percentage points. 
  /TX       As a result, America's elderly and poor are getting too 
    large annual increases in their social security cheques, 
    Greenspan told the Senate finance committee. 
         "There is almost a 100% probability that we are 
    overcompensating the average social security recipient for 
    increases in the cost of living," Greenspan said. 
         A commission appointed by President Bill Clinton also said 
    CPI was overstated and that an adjustment would save the U.S. 
    government billions of dollars in social security payments, 
    making it easier to wipe out the US$160-billion annual deficit. 
       But Greenspan said any change to the CPI should not be a 
    "political fix" designed to make balancing the U.S. budget more 
    palatable. 
        Instead, he said, "we should let evidence, not politics, 
    drive policy," and called for an independent body to look at the 
    problem. 
        There is a growing clamor among U.S. economists to adjust the 
    Labor Department's approach to determining CPI, arguing it does 
    not take in technology improvements or the propensity of comsumers 
    to switch to cheaper products when faced with price increases. 
         While a change in CPI is popular among U.S. politicians, 
    it is meeting heavy resistance from powerful lobby groups that 
    do not want to see cutbacks in annual increases in social 
    security. 
         The Labor Department says that inflation in the U.S. is 
    running at about 2.2% annually.  Other economists, including 
    those on the presidential commission, put the actual rate at 
    closer to 1.1%. 
         In Canada, Statistics CAnada uses a CPI calculation that 
    most Canadian economists believe represents a more accurate 
    inflation picture than in the U.S.
