File Description [top]

PEDS: Defense Program Summaries database is a collection of "justification" documents that correlate to each defense program element. Literally meaning Program Element Descriptive Summaries, PEDS provide detailed descriptions of specific programs and their costs. There is a separate group of PEDS for each branch of the service.

Contributing service branches (SV=) include:

  • Air Force
  • Army
  • Navy

In addition, PEDS authored by Defense Agencies cover programs that cross several service organizations.

Subject Coverage [top]

PEDS are particularly important for their descriptions of the objectives and goals of each currently active or planned program and for the details of the relationship of each program to other programs and projects within the budget. PEDS are indispensable planning tools for the defense contractor, providing insight and perspective essential for effective and successful decision making.

     This program element provides for payment of civilian compensation 
     benefits for disability due to personal injury sustained while in 
     the performance of duty or due to employment-related disease 
     according to the Federal Employees Compensation Act under Title 5 
     U.S.C., Chapter 81. The Department of Labor administers the program 
     and charges the Department of the Air Force for its employee costs 
     The PE excludes manpower authorizations and costs.

     Funding: Increases in FY97 (343), FY98 (351), 
     and FY99 (355) for civilian injury and unemployment compensation 
     costs are due to medical inflation increases and Consumer 
     Price Index (CPI) increases. This information was provided 
     by the Department of Labor (DOL) based on their analysis of FY 
     96 Federal Employees Compensation Act (FECA) Chargeback 
     costs. DOL administer this program and charges the Air 
     Force for its employee's compensation costs; therfore, 
     both programs are MUST PAY bills mandated by law (5 USC, Chapter 
     81).  DOL bills the Air Force two years after they make the 
     payments for civilian injury compensation benefits, e.g. 
     FY94 bill due in FY 96.
