File Description [top]

The AgeLine database is produced by the American Association of Retired Persons (AARP) and provides bibliograpic coverage of social gerontology--the study of aging in social, psychological, health-related, and economic contexts. The delivery of health care for the older population and its associated costs and policies is particularly well covered, as are public policy, employment, and consumer issues. Literature covered is of interest to researchers, health professionals, service planners, policymakers, employers, older adults, and their families and consumer advocates.

Journal citations compose roughly two-thirds of the database, with the rest devoted to citations from books, book chapters, and reports. An original, informative abstract accompanies each citation. Documents are indexed using the Thesaurus of Aging Terminology. There is no print equivalent of the database.

AgeLine is built primarily on the library collection of AARP's Research Information Center, which acquires a wide array of aging-related publications from both trade publishers and organizational sources. About 500 journal titles are scanned regularly with new titles added continually.

  /AB   Abstract:   Examines  a  limited set of tax options and a flat beneficiary 
       premium  to  illustrate  the  size of contributions necessary to achieve 
       several  different  goals for improving Medicare's financing. Options to 
       improve   Medicare's   financial  state  include  increased  beneficiary 
       contributions,  increases  in  tax  revenues, increasing payroll tax for 
       Medicare  hospital insurance, increasing taxation of Social Security and 
       Railroad  Retirement benefits, taxing part of the actuarial value of the 
       Medicare benefit, including in income a portion of the value of employer 
       contributions  to  health  insurance  plans  above  a  specified amount, 
       imposing  a  5% tax on health plan premiums and expenditures, increasing 
       the  excise  tax on cigarettes and other tobacco products, imposing a 5% 
       surtax   on   individual  and  corporate  income  taxes,  instituting  a 
       value-added  or  retail  sales  tax,  and  increasing  the excise tax on 
       distilled  spirits,  beer,  and  wine.  Comparisons  are  offered on the 
       relative  sizes of different options that can achieve the same financing 
       goals. Which financing goals to adopt and which revenue-raising approach 
       to use to achieve those goals will be important challenges in any debate 
       on  Medicare's future. Several years of changes in the basic projections 
       imply  considerable  differences in the magnitude of requisite levels of 
       new   revenues  or  spending  cuts.  These  differences  underscore  the 
       uncertainty  of  projections  and  the  need  to  be cognizant that many 
       adjustments will be needed over time to keep Medicare on sound financial 
       footing.  It  may  be  that  incremental steps, such as setting solvency 
       goals  for  15-25  years  into  the  future,  will  prove to be the most
