  /LP,/TX   The world's space industry has cause to be glad of the International Space 
    Station. No-one is asking scientists what they think. 
          The first two components of the International Space Station are 
    finally in orbit -- the Russian (Khrunichev)-built and US-financed 
    propulsion and power module "Zarya", launched by Proton on November 20, and 
    "Unity", the first of three docking nodes, launched by Shuttle on December 
    3. Ironically, the Shuttle already had to carry up a spare battery for 
    Zarya. It will now be virtually impossible to get the project cancelled. 
  /TX        A bit of history 
          Interavia rarely looks at the world of space science programmes, 
    since these seldom involve large industrial contracts and are not intended 
    to make money. But the International Space Station. a 420-tonne structure 
    that ultimately will measure 110m long, is something else. We have to take 
    NASA's word that it will serve space science. It will certainly make a lot 
    of money for a lot of people. 
          After all, nobody really knows what the Pyramids of Gizeh were for. 
    Maybe they had an astronomical or religious function, or a blend of the 
    two. It's widely agreed that they were not used as royal tombs. But unless 
    the Egyptian fondness for a deal is a recent phenomenon, it can be assumed 
    that somebody made a pretty piastre out of getting the Pyramids built. The 
    idea of a permanently-inhabited space platform orbiting the Earth for years 
    on end has been around for a very long time. NASA's Skylab (1973) was a 
    three-crew "trial run" using up leftover Apollo components; it was hoped to 
    keep it aloft until the Space Shuttle was available to reboost it; but the 
    first Shuttle was late, and Skylab finally re-entered in 1979. 
          US President Ronald Reagan floated the idea of a permanently manned 
    station in January 1984. With the apparent innocence which was his 
    hallmark, he believed his advisors who claimed that such a structure could 
    be operational by 1992, at a total-cost of $8 billion in then-year money.

          In addition, there are the International Partners' contributions, 
    totalling $8.6 billion. NASA lists these as shown in the following table. 
    Wisely, no figure is attributed to Russia.

    planned (one completed to date), at a cost of some $400 million each. This

          The total ATV programme, to cost up to 1.4 billion euros over 10 
    years, is being funded by ESA in lieu of payment (to NASA) of Europe's 8.3% 
    share of ISS maintenance and running costs.
